Error: "All messages from x.x.x.x permanently deferred" when sending email to Yahoo

If your IP address is being used to send a high volume of email, you'll get this error (where x.x.x.x is your IP address). This is usually related to unsolicited, bulk emailing. Don't try to resend the email until you've reviewed our recommendations and made any necessary changes.
