Private leagues:

Commissioners can lock teams from adding and dropping players while the league decides how to handle players dropped to waivers. They can also restore dumped rosters through the "Commissioner Tools."

Public leagues:

• All players who clear waivers are subject to the league's waiver rules.
• Dumping players to waivers is a violation of our Fair Play and Sportsmanship rules.
• Yahoo won't reverse any transactions once the dumped players clear waivers if another manager picks them up.

Yahoo won't remove teams abandoned by their manager in any leagues.

In Private Leagues, however, the commissioner can contact the inactive manager either through League Chat or email. They then have the option to transfer the abandoned team to a new manager.
