PC-to-PC voice and video calls work with your Yahoo! Messenger friends but not with friends from other services, such as Windows Live and Facebook.
When making PC-to-PC voice calls, your friend must be signed into Messenger 9 or higher to accept the call.

You can’t dial 911 and other emergency service numbers using Yahoo! Phone Out and Yahoo! Messenger. Use traditional phones or mobile phones to dial 911 and other emergency service numbers. Inform others who are using your Yahoo! Voice services and Messenger that they must dial 911 and other emergency service numbers using traditional phones or mobile phones.
