When you began your AT&T service, you were set up with a single primary account. Normally, you’ll want to create additional user accounts (also called sub accounts or member accounts) for each family member or other person in your household who’ll be using Yahoo! services on your computer.
Be sure that you’ve signed in to Yahoo! as the primary account.
Go to the Parental Controls page for your account in one of the following ways:
On the Online Protection Dashboard, click the Setup button in the Parental Controls display area.

In the Yahoo! Browser, choose Tools > Parental Controls or Settings > Parental Controls, depending on the version of the browser that you're using.

Go to the URL http://ypc.yahoo.com.
In the Settings for all members pane, click Add an account.

Tip: You may also see additional screens asking you to verify your Member ID and password.
You'll see a page in which you must provide a new username and password for the sub account that you're creating, along with other personal information about the person associated with the new account so Yahoo! can supply appropriate content and advertising.
Type the username and password for the sub account and provide additional information.

At the bottom of the Sub Account Creation page, you’re asked to accept the Terms of Service and Privacy Policies for the new account. Select the check box in front of the Terms of Service, then click the Create Sub Account button.
In the next screen, select the configuration options you want for the new sub account, then click the Next button.
When the new account is successfully created, you'll see a page that confirms the new account and lets you begin setting up Parental Controls for the new user.
Once the account is created, you can set the initial access level for the new user.
