Certain keywords and ads may be submitted for manual editorial review before they go live. During this review, it's possible that keywords or ads could be declined based on their content. If any of your keywords or ads were rejected during the editorial review process, you can modify them and resubmit new ones.

Tips for Resubmitting Keywords and Ads
When keywords or ads are declined, your ad group can still run using the remaining approved keywords and ads. You can also use the tips in this section to make changes and resubmit more keywords or ads.
For declined keywords, try any of the following tips:
Submit a different keyword. If you have new keywords that you would like to submit you can do so for your existing ad groups. View the Choose Keywords topic for instructions on submitting your new keywords.
Move or copy keywords from another ad group. If you have approved keywords from another ad group, then you may be able to use those keywords for the ad group for which your declined keywords or ads were intended. View the Ad Group Details topic for instructions on moving or copying keywords from another ad group.
Specify a different landing page (destination URL) for the keyword or resubmit your existing page. If your keyword was declined because of a destination URL you selected for the keyword, you could try using a different destination URL. For declined ads, try any of the following tips:
Modify the declined ad, making changes that are aligned with our editorial guidelines. View the "Working with Ads" section in the Ad Group Details topic for instructions on modifying your ad.
Create a new ad, making sure that it fits within our editorial guidelines. View the Create Your Ad topic for instructions on creating a new ad.
