If you find that Yahoo! Site Solution buttons don't work, and you can't publish your Site Solution site, you may need to change certain settings in your firewall or security software, or disable pop-blocking in your browser.

To function properly, Site Solution sometimes needs to exchange information with your computer. Certain firewall and security software, such as Norton Internet Security, can block this communication, and therefore prevent you from using the tool successfully.
Pop-up Blockers
Pop-up blockers are handy tools that prevent your browser from automatically opening new windows without your permission. Many of us use pop-up blockers to avoid seeing annoying advertisements when we visit or leave web sites.
Site Solution doesn't include any advertisements, of course, but it needs to open a new window when you're ready to preview your site. To use the preview tool, you'll need to tell your pop-up blocker to allow new windows from your domain.
