For various business reasons, merchants may wish to ship store orders to specific US states only. For example, a store may sell items that can only be shipped to certain states, such as wine. To prevent a shipping address in a location your store does not ship to from being entered during checkout, you can choose to specify which U.S. states you will ship to, and only allow these options to be available for selection in checkout.
Note: The Foreign Orders section of Store Manager allows merchants to specify states and countries to accept orders from, in order to prevent fraudulent orders from occurring. If using the Foreign Orders feature to limit shipping to specific states, merchants should be aware that the states a buyer may select when entering their billing information will also be limited to these states, unless the "Do not limited allowed Billing Address states" checkbox is enabled.

When a buyer enters their shipping address during checkout, they will be prompted to select a state from a drop-down list. Only the state(s) selected will appear in this list. If you've chosen to ship to selected US states and Canada, a full list of Canadian provinces will also appear in the state drop-down list.
