On the Email Control Panel, I don't see an "Edit User" link for one of my users. Why?
If a user's status is still pending, you cannot edit the user, and the "Edit User" link will not be available.

As soon as the user activates the address, you can edit the user. If you need to make changes to the user before then, you can delete the user and start over.
