Does the yellow burst next to a name in my Messenger list mean they added something to their Yahoo! 360° page?

Yes! To see what they’ve updated, move your mouse over their name. You’ll see something like: New Photos, or New Blog Post.

You can also just click on the burst. Their Yahoo! 360° page then opens in your browser.
