A Nationwide search license lets you search the entire Yahoo! HotJobs database of job-seekers in your country, except for the resumes of those job seekers who have made their resumes private.

To search the database, go to the Search tab and click the radio button for All Candidates in the Yahoo! HotJobs Database.
