Possible reasons:

1. Another moderator of the group may have already attended to the pending memberships.
2. A user who attempted to join the group withdrew their request.
3. Memberships pending for longer than 14 days expire and are rejected automatically by our system. We do this to keep the responsiveness of service high for our users.
