This is done to protect members' privacy. If all moderators could see a member's last bounce message regardless of which group triggered the bounce error, then moderators could potentially learn which other groups the member had joined.

Moderators can only view a member's last bounce message if that error message was generated by a post from the moderator's group, or from a test message sent by Yahoo! Groups.
