Make sure your browser's pop-up blocker is disabled. Because PageBuilder opens in a new window, PageBuilder will not open if your browser blocks pop-ups.

How can you tell when a pop-up is blocked? In Internet Explorer, you'll see a "A pop-up was blocked" message at the bottom of your screen. In Mozilla Firefox, you'll see "Firefox prevented this site from opening a popup window. Click here for options..." at the top of the window.
