Unfortunately, it isn't currently possible to purchase StatTracker® as a gift or otherwise purchase StatTracker® for another Yahoo! account.

Each StatTracker® purchase applies only to the Yahoo! ID used to complete the purchase. The purchase cannot be transferred to another account.

Similarly, it isn't possible for the league commissioner to purchase StatTracker® for the entire league. The commissioner can upgrade the entire league to the PLUS game for $124.99 per league, but it isn't possible to purchase the StatTracker® only for all league members.
