To access your briefcase, simply go to the briefcase home page. If you're not logged in, you are prompted for your Yahoo! ID and password. If you don't have a Yahoo! ID, you have the opportunity to register.
You can also access your briefcase from your My Yahoo! home page. Simply click "View Briefcase" from the message center area, on the upper-left side of My Yahoo!.
