Draft order for Public Leagues is determined randomly approximately 30 minutes prior to the start of the selection process.

In Custom Leagues, the order is randomized approximately 30-60 minutes before the start of the draft unless the commissioner sets a specific draft order.

Please note that if a manager joins or leaves a Custom League after the commissioner has set the draft order, the saved order is lost. The commissioner must then re-submit the specific draft order wanted or have the order randomized just before draft time.
