Why can’t I add a comment to someone else’s blog?

When viewing other people's Yahoo! 360° blogs, you might notice that some blogs have no comments and no link to add a comment. That's because the author of the blog has decided that he or she doesn't want to allow any comments.
You might also notice that some blogs do have comments, but there is no link to add a comment. That's because the author of that blog allows comments but has restricted the comments to friends, friends of friends, or a category of friends.
