When can I comment on and rate an answer?
Once a Best Answer is determined and an Open Question becomes a Resolved Question, the community can add comments and ratings to evaluate the best answer. The option to comment on and rate Best Answers lets the Answers community continue to share and give their opinions even after questions are resolved.
