Can I turn them off?

No, you cannot turn off Parental Controls, but you can click Submit this site for review or send your parent a Permission Slip when Parental Controls is stopping you from doing these sorts of things:
  • Viewing a web site
  • Emailing someone
  • Sending an Instant Message to a friend
  • Adding a new friend to Rogers Yahoo! Messenger
  • Adding new contacts to your Address Book
