Can I read the HTML someone else puts in a message?

Yes. Rogers Yahoo! Mail "gets" HTML! If you receive a message that includes it, Rogers Yahoo! Mail automatically translates the HTML into styles, sizes, fonts, colors, etc. Rogers Yahoo! Mail also automatically converts email addresses and URLs into hotlinks in messages you receive, so you can click them to open the address in a new browser window.

You can also block HTML, since sometimes just opening a spam message with HTML graphics is enough for the spam's sender to confirm that your account is active. Consult this help page to find out how to block HTML for messages that might be spam.

If you receive a message in which the HTML tags are visible, it's likely that the message's sender didn't properly indicate that the message should be treated as HTML.
