No. The starter web page is a one-page templated placeholder for your domain. Your service does not include web site building tools beyond what is offered in the starter web page. The Starter Web Page Wizard is available in your Domain Control Panel.

You can use the Starter Web Page Wizard to add a heading and subheading, your email and mailing address and even your Yahoo! IM Online status.
