If a user requests membership to a group but gets no response, they’re having a poor user experience. So to minimize that, we do the following:

1. If a group has memberships which have been pending for more than 7 days, we send a reminder to the group's moderators.
2. If memberships remain pending more than 14 days, we reject the memberships and notify the user who tried to join the group.
