To start, you need to register for a Yahoo! ID (if you don't already have one) and a Yahoo! Wallet.
When you sign up for Yahoo! Wallet, you'll be prompted to enter a credit card and to select your default shipping address. These are your Express Check Out preferences. Easy, huh?
