Hey Matt, I would recommend checking out our help article about assigning commissioners.

It is a requirement that a commissioner not hide the email address associated with their team. If it is hidden, they cannot be added as a commissioner or co-commissioner. The manager will need to go to the Edit Team Settings option and select the option to allow others to see their email, and Submit the change.

There could be something odd going on, but if I had to bet money, I would guess that everyone selected for their email address to be hidden.

Check the league Managers list in your league and see if anyone's address shows up in the Email column. If you do see other teams with the email displayed, those same teams should be eligible for transfer of commish powers.
